Working Group XIV: Implementation at the Community Level

The implementation and utilization of the enormous energy efficiency potentials takes place on local and regional levels. Suitable instruments, examples, projects and gained experiences – all this is subject-matter of discussions in working group XIV (for more details on potentials please take a look at our contribution from 23rd of September, 2005).

The state of North Rhine-Westphalia (NRW) has promoted Passive House projects over the past years. The Research Institute for Regional and Urban Development of the Federal State of North Rhine-Westphalia - ILS has appointed perpendo engineering company (Aachen) to evaluate the results. Thereby energy consumption data of more than 150 realised Passive Houses was collected, while additionally comprehensive inquiries on living comfort of the residents in Passive Houses were carried out. In her lecture, Andrea Berndgen-Kaiser is presenting the “Evaluation of 150 Passive Houses in NRW”.

Hamburg’s first Passive House contest was introduced at the Passive House Conference 2003 in Hamburg. Since then, much has been done and realised: The financial promotion of Passive Houses is now a fix term in the housing support scheme of Hamburg. Constant marketing (e.g. public relations, lottery with test living in a PH, guided tours on PH building sites, commemorative event within the PH award ceremony, informative materials/sheets as part of a flexible exhibition) and informative events (user forums) have contributed to a constant public presence of Passive Houses. Karin Walberg reports in her lecture on “All about the Passive House in Hamburg” about the effects of such activities.

Subsequently, Peter Friemert refers about the” Solar Exhibition in Hamburg 2005 – Findings of Sustainable Urban Development”. Public interest concerning Passive House projects has escalated. Involved building promoters have, after initial reluctance, begun to understand Passive Houses as a future market.

The municipality of Groίschφnau ("Waldviertel", Lower Austria, 1.300 inhabitants), has from 1980 onwards followed the principle of education, persuasive model projects and one’s own initiative. Resulting from these activities, in 2001 originated the idea of the first European Passive House village (‘Sonnenplatz Groίschφnau’) including possible test living and expertise centre for construction and future energies. Harald Wurzer gives account in his lecture on the“Sustainable Community of Groίschφnau”.

Roland Matzig, one of the ‘r-m-p architects’, has realised numerous Passive House projects and has been a committed advocate of regional implementation. He is reporting about gained experiences in his lecture on “Experiences of 100 Implemented Passive House Projects”.

Working group XIV is meeting on Friday, 20th of May, 2 p.m. in the red hall („Roter Saal“).
