Promotion of Passive Houses
In the EU-supported project PEP, nine western and northern European
countries are co-operating to promote Passive House concepts by
using the German/Austrian experience and lessons learned in developing
passive houses. The project, called Promotion or European Passive
Houses (PEP), has started in January 2005.
The project “PEP” aims at the fundamental goal to spread the experience
gained by CEPHEUS
(Cost Efficient Passive Houses as EUropean Standards) and the subsequent
projects. This will be realized by the following activities
A. Documentation of the energy saving potential of the Passive
House concept all over Europe.
B. Show specific solutions for Passive Houses in different European
regions and climates and to adapt the passive house designing tool
(PHPP, Passive House Planning package) to meet the demands of architects
and planners in different countries.
C. Set up an information package with practical information, such
as building product documentation, design guides, research results,
calculation methods, quality assurance activities.
D. Set up a certification programme and make a link between the
Passive House buildings and technologies certification and the national
Energy Performance Certification system, according to the EU building
directive.
E. Organise national workshops and an annual international Passive
House Conference. – This is the Passive
House Conference showing up on this website.
F. Create national Passive House websites.

These activities subsequently promote regional economic activities
especially for SMEs, which do main part of work for building houses.
So a substitution of expenses for energy use during the lifetime
of houses by investment in the building envelope is induced. Since
many houses will be under reconstruction or newly erected in the
near future now the chance is offered to improve the energy efficiency
in the housing stock substantially. It thus makes sense to investigate
how the experience and knowledge about passive houses can be used
in this process, and how the principles of passive houses can be
linked to the information and awareness strategies that are intended
by the new EU Directive on Energy Performance Certification.
